PEC personnel were seconded to We Power, LLC, the plant developer initially for boiler and bulk material handling construction observation and general start up & commissioning support for this two block coal–fired facility. Subsequent to start up & commissioning and acceptance, PEC personnel are supporting the plant operator providing general warranty support and performing on-site betterment projects for the bulk material handling and boiler systems.

Steam Air Preheater Control Unit 5 & 6

The Steam Air Pre Heaters (SAPHs) are on the inlet side of the Lungstrom rotary air preheaters. Their original purpose is to preheat the incoming combustion air on startup and combat cold end corrosion when burning high sulfur coal.  This project will automate the control of the SAPHs during normal operation on Units 5 & 6.  The project will install control valves, actuators and feedback indication to allow the plant operator to control the rotary air heater cold end average temperature to a target of 220°F using the second stage coils.

 

Air Quality Control System Unit 7 & 8

The new Unit 7 & 8 Air Quality Control System (AQCS) is equipped with a “cold end” SCR for NOX reduction.  This system includes a steam coil heater designed to boost the entire exhaust gas heater flow up to the necessary temperature to allow the SCR to function properly.  The system is designed with appropriate energy recovery equipment, but requires a significant amount of main steam to function.  This project will install a similar drain pipe for Unit 8 from the AQCS condensate return pipe near heater 6 to the existing boiler drain flash tank.

Vienna Correctional Center

Client: Illinois Capital Development Board

PEC conducted a field visit and prepared a study, estimate, report, and recommendation on the owner’s desire to upgrade two 30,000 lb/hr stoker boilers, with the objective of reducing particulate emissions and replacing non-usable coal and ash handling systems.  The study assessed replacing the coal handling system including delivery hoppers; upgrading ash hoppers and ash control system; replacing ash silo, ash piping, valves, fittings; providing all new boiler controls; installing baghouses; refurbishing the stokers; and modifying the fans.  The study considered natural gas alternatives to coal and the costs associated with the alternatives.
